Is "twisted Diet" a Japanese-English?

My daughter learned an English word, twisted Diet, which in Japanese is very popular political word in Japan now, in her English lesson a few days ago. I didn’t know it, so I looked in an online dictionary, and found it.
I found one Japanese wrote that people in other countries couldn’t understand a meaning of the word, so it was better to add an explanation: the two houses of the Diet being controlled by different parties.
Reading that, I wonder “twisted Diet” is an English word, or a Japanese-English in fact.
Would you tell me about that?

数日前、娘が英語の授業で twisted Diet　という言葉をやったそうだ。私は意味を知らなかったが、英辞郎　on the <span class="caps">WEB</span>で調べたら、「ねじれ国会」と書いてあった。
ところが、あるサイトで、「ねじれ国会」は英語で何と言うか、と質問している人がいて、それにこう答えている人がいた。「Press では『”twisted (contorted) Diet (ねじれ国会)” 』とか『twisted parliament』という人がいます．それだけでは意味がわからないでしょうね．（the two houses of the Diet being controlled by different parties ）」
説明をしなければわからない言葉ということは、これは和製英語なのだろうか？
どなたかご存知の方は教えていただけますか？

Hmm...I think it's a Japanese-English term. I've never heard anything like it used in the US (that I can remember). I tried searching it in English on Google and found a bunch of English-language versions of Japanese news articles, but nothing else.

I found results searching for "twisted parliament," too. There was one article that actually opened with the sentence: "In Japanese, it's called a 'twisted parliament,' and it doesn't bode well for the country's future.", so I would say it isn't used in English.

あーすさん、もう日記まで書かれたとは素早い、しかも英語まで…。
更に検索してみた結果、wikiに「parliament's opposition-controlled House of Councillors against then Prime Minister」という記述を見つけました。このopposition-controlledというのが使えそうな表現だと思います。

和製英語という語の捉え方はそれぞれだと思いますが、私は「英語としておかしい」のが和製英語だと思っているので…これは国の特殊な事情を一言で表す、日本ニュースの専門語というのに近いと思いますがどうでしょうか。もちろん事情を知らない人には通じないでしょうから普通は言い換えは必要ですよね。

おお、みなさんのコメントも含め、ためになる解説。そもそも国会が「ねじれ」になる、つまり議会の過半数が野党勢力という状態が議会制民主主義の国で、ひとつのtermになるかどうか、というところも問題かもですね。日本のメディアは「ナントカ国会」ってすぐ呼ぶけど。そういう名付けのセンスって日本的だったりして。
