最後の that を使っている文はフォレストを見直してから追加しました。

確か前置詞は、関係代名詞の前か、関係代名詞の節の最後におくことが出来るというルールだったと思うので・・・。ただし、thatは前置詞の直後にはあまり持ってきてはいけなかったはず（完全に禁止ではなかったような？！）

whereを使っているのに、inがあるのが間違い

speak はこの場合、自動詞です。「～と話す」場合は 「speak to ～」という具合に to がいるのです。
ここをしっかりできるようになれるといいですね。

（３）の who を使う場合ですが、もちろんOKです。解説ではあえて触れませんでしたが、これは 関係代名詞の「目的格」を強く主張したいためです。（目的格 でも who が認められつつあるのは事実なのですが…）

なんか、問題の意図をうまく汲み取れなかったようで、いくつか勘違いしてました。問題慣れしてませんでした。他の方の回答の仕方をみて、「あ、なるほど。」と思いました。まずは、問題の意図をしっかり理解する。基本ですね。
