[noncount] 1 : unhappiness or pain : suffering that affects the mind or body
・Citizens voiced their distress over delays in fixing the problem.

2 : a very difficult situation in which you do not have enough money, food, etc.

3 of a boat, airplane, etc. : a state of danger or desperate need

consult ～ は、
-(専門家などに)助言を求める
-(辞書、専門書など)を調べる、から情報を得る
-(専門家として)助言を与える
consult with ～ だと
-(対等な立場の誰かと)相談する

という意味だそうです。
助言を与えるだけでなく求めるのも consult なんですね。
