問題：「ベティが来るかどうかは定かではない」という意味の英文で正しく【ない】ものを１つ選べ。
　１.If Betty will come is not certain.
　２.Whether Betty will come is not certain.
　３.It is not certain if Betty will come.
　４.It is not certain whether Betty will come.

解答：１

解説：　if には whether と同様に、「～かどうか」という意味があります。
　　例文：「私はベティが来るかどうか分からない」
　　　I don't know if Betty will come.
　　＝I don't know whether Betty will come.

しかし、if の場合、この「～かどうか」という意味になる節をそのまま主語（S）にはできないのです。
whether は可能です。
　[Whether Betty will come] is not certain.
　[ベティが来るかどうか]
　　　　　　S　　　　　　　V　　　　　C

でも、主語の位置に it を起き、it を「仮主語」というものにしすると、if ～ でも可能です。
つまり
　　[If Betty will come] is not certain.
　　　はダメですが
　　[It] is not certain [if Betty will come].
　　　はOKです。出だしの it は [if Betty will come]を指します。
　　こういう使い方は問題なく使えます。
　　
　　It を文頭に置いて使う用法は whether でも可能です。
　　[It] is not certain [whether Betty will come].
　　こういう使い方は問題なく使えます。

要するに、文頭で出てくるIf は「～かどうか」という意味にはならない…ということですね。
