＜Examples by gyutaku＞
In the aftermath of the disaster, many displaced victims were forced to live in unfamiliar places as evacuees.
⇒その災害の余波の中、住む場所を失った多くの被災者は慣れない土地での避難民としての生活を強いられました。

refugee は、広い意味では避難民(危ない場所から逃げる人)なので、
自然災害の場合でも使えるようなのですが、狭義では1951年の難民条約で
定義されている「人種・宗教・国籍・政治的信条などが原因で、自国の
政府から迫害を受ける恐れがあるために国外に逃れた者」⇒つまり政治難民
とのことなので、今回は evacuee を選択しました。

なんか、前にも同じようなことを書いたような気がしますが。
まあいいか。

何度も何度も繰り返すことが、自分の血肉になるんだと思っています。
なので、同じようなことでも無問題だと思いますよ～

displaced victims なんて言葉はいくら考えても出てこなさそう。

displaced ですが、ALCで「避難民」で検索すると displaced person
というのが出てきまして、そこから発想しました。

私は aftermath は初めてみた単語だったので、見た目で「計算後」って
いう意味かな、なんていう的外れなことを。
質問ですが、英文記事では避難している人の意味で使われる単語は
何が多かったですか？やっぱり refugee が多い?

aftermathと同時期に覚えたのがevacuateです。たしか福島原発事故がらみで読んだような気がします。「避難している人」を当時どのように描写していたのか記憶にはないのですけど、ハリケーン・サンディだとpeople displaced by Sandyとか、displaced peopleとか書いてありましたよ。

あと、The NY Timesのこんなページを見つけました。

関連記事内の検索ができるので、Japan evacuee と Japan refugee と Japan displaced people で検索したら、refugeeをキーワードに使った方が震災の記事が多くヒットしました。refugee center という単語で使われてた記事もあって、広義でフォーマルな単語なのかなあという印象です。

なるほど、ありがとうございます。
避難する理由の違い(政治かそれ以外か)だけでなく、帰る場所(家)の有無や、
避難している期間(短期か長期か)などの違いも、三者の使い分けには
関わっているかもしれませんね。

親しくしているアメリカ人から、evacuee, refugee, displaced person についての、こんなコメントをいただきました。参考にしてください。

They all essentially mean "a person that fled or was forced out of their home or country", but there are subtle differences.

An evacuee is someone that "evacuated", which likely means they knew something bad was going to happen, so they decided to leave before it did. It could also mean that they were ordered to leave (such as by their government). At any rate, they more than likely left in a relatively organized manner.

A "refugee" is someone who has fled from an area against their will, and more than likely in a very disorganized manner. This term is most often used to describe people who have fled from their home country into a neighboring country for safety (e.g. to escape a war).

A "displaced person" is similar to a refugee, but doesn't necessarily refer to people fleeing into other countries like "refugee" usually does.

おお、なんとわかりやすい使い分けが！

-自分の意思による避難か否か
-organized な避難か否か
-避難先が国外か否か

がポイント、ってことは、例えば、地震で避難した人といっても、
「危ないから逃げていて安全になるまで帰る気はない」という人達とみるか
「危なかろうがなんだろうか帰りたいんだよ」という人達とみるかで
選ぶ単語が異なってくるということですね。

311の震災の記事で国内での避難にrefugeeが使われていた旨を伝えたら、「国外への避難」に関してはmostly usedだから、そうじゃないときもあるよ・・・ということでした。厳密に使い分けようとしたら、上記の説明通りだけど、それ以外の使用でも極端な違和感はないってことでしょうね。
