意訳：この事故をきっかけとして...点検方法を改訂すべきです。

"dire" という単語は知りませんでした。

・点検 : inspection, check
・高度成長期 : the high-grouth high-growth period

戦後の高度成長期は、英語では"Japanese post-war economic miracle"ともいうそうですよ。
