elastic band (noun)
(British English) a thin circular piece of rubber used for fastening things together (= rubber band)
⇒細いリング状のゴムで、物をまとめるために使う(輪ゴム)

I assumed that Japanese women were bound to bind their wrist with an elastic band as they reach a certain age.
⇒私は、日本の女性がある程度の年齢になったら手首に輪ゴムを留める義務があるのだと思い込んでいました。

時制とか、怪しいです。

ちなみに、elastic は伸び縮みする性質のあるゴム、または伸び縮みする性質を持つという形容詞、だそうです。
