これ、面白いですね～。私も｢？｣だったので、ちょっと調べてみました。

どうやら Forは、目的を表すのに使うとき、通常名詞と共に使われるようです。

I popped into the supermarket for some apples on the way home.
(Not: I popped into the supermarket for buying some apples…)
　　家に帰る途中で、りんごを買いにスーパーによった。

I stopped by at his office for a chat about our marketing strategy.
(Not: I stopped by at his office for having a chat about marketing.)
　　マーケティング戦略について雑談しに、彼のオフィスによった。

I decided I would save up for a new computer.
(NOT: I decided I would save up for buying a new computer.)
　　新しいコンピューター(を買う)のために、お金をためる事に決めた。

一方、動詞を用いて目的を表現したい場合は、to + infinitiveを使うというルールがあるようです。

I stopped by at the supermarket to buy some apples on the way home.

I popped into his office to have a chat about our marketing policy.

I decided to save up to buy a new computer.


★ For + verb-ing: the purpose of an object　

でも、物の目的や、動作の目的を表現したい場合は、通常は、for + verb-ing のパターンを使うようです。 つまり、What are they (used) for? に対する答えに使えるようです。

Schools are for educating children not for entertaining them.
　　学校とは、子供を教育するためのものであり、楽しませるためのものではない。

Schools are for learning. Life is for living.
　　学校は、学ぶために。人生は、生きるためにある。

This kitchen knife is especially useful for slicing vegetables.
　　このキッチンナイフは、とりわけ野菜をスライスするのに便利だ。

What's this for? ~ It's for opening oysters. It's much better than a knife.
　　これは何のため?　牡蠣をあけるため。　ナイフより、ぜんぜんいいよ。

What's this fifty pound note for? ~ It's for buying food for the weekend.
　　この50ポンドは何のために?　週末の食材を買うためだよ。

注意：もし、文の主語が人の場合、to + infinitive を使う事もできます。

I use this small knife to slice vegetables with.
　　
I use this gadget to open shellfish with.


in order to / so as to　に関して

to + infinitiveに変わるものとして、in order to や so as to　を使う場合があります。その場合は、フォーマルな表現にしたい場合や、もっと明確に理由を表現したい場合に使われます。

上記のすべての文法は、Why？に対する答えに使えます。比べてみましょう。

I went to bed early in order to get enough sleep before the exam.

After four weeks of exams, I went to the seaside to rest.

After twenty days of exams, I went to the seaside for a rest.

After all those exams, I went to the seaside so as to have a good rest.

in order to や so as to は、特に状態動詞(be, have, know, appear)と共に使うのに便利です。後は inifinitivesの否定形の前で。

So as not to appear foolish, I learnt all I could about the company before going for the interview.

I'm going to move to the city center in order to be near where I work.

In order not to have to commute, she bought a flat in the town center.

In order to know more about him, she studied his movements carefully.

★上記の説明より、　

He plans to go to England ( ) his ability to speak English.
英語のスピーキングのスキルを改善するために、イギリスに行くつもりだ。

　1 for improving 2 in order to improve　3 so as to improve 4 to improve

この文は、まず、

① ～を改善するという動詞を目的として使いたい。
② ○○とは、○○である と言った表現でない　
③ もしfor improvingをえらんだなら、このfor improvingは、すぐ前のEnglandにかかってくると考えられるのでは？　｢～を改善するためのイギリス｣へいく？？？
* 主語と動詞を含む文(He plans to go to England )の目的を説明するのには、to infinitive.
* 目的語の目的を説明するときは、for verbing. Ex) I'll bring pots for cooking. (pot is for cooking.)

England is for improving his ability to speak English.　では、おかしいですね。

よって、おそらく 1 for improvingが一番不自然だと捕らえられるのかもしれません。
