私の解釈です。正しいかどうかはわかりませんが、ご参考までにどうぞ。

⇒◎彼は本物そっくりにデザインされた無料ダウンロード(アプリケーション)を用いて、約17,000人の被害者をだました。
*with ～～を使って・用いて

●But in the background the programmes were working to steal money from the unsuspecting user.
⇒◎しかし、裏では、そのプログラムは、疑うことを知らない利用者からお金をこっそり盗もうとしていた。
*in the background その陰で
*work to ～～しようとする

●There were also programmes that sent him the log on codes for gaming and gambling websites to which the victims had signed up.
⇒そして被害者が登録していたゲームやギャンブルのウェブサイトのログイン用の暗証番号を、犯人の元へ送るプログラムもあった。
*確証は持てないのですが、おそらくthe log on codesは「暗証番号」のことではないかと思います。

⇒◎20歳の容疑者はアミアンの北部の都市で、両親の家で悪事を行っていた。
*これも確証は持てない私個人の解釈ですが、このworkingは彼の行なったコンピューター犯罪のことを指していると思います。

it was以下はいわゆる「強調構文」と呼ばれる形です。このitは「that以下」を指し、「それ」とは訳さない方がいいかと思います。
*motivate him 彼を駆り立てる⇒「犯罪の動機」と意訳しています。
*greed 欲望⇒「金銭」と意訳しています。

Codes used for user identification are two: the Password and your Username. You use these codes every time you log-in.　
Google で log on code を検索して出てきた英文です、

これから見ると、「パスワードとユーザーネーム」の両方のようです。

英文の訳は、「ユーザー証明に使用されるコードは、二つある。パスワードおよびユーザーネーム」、　このコードを使って、ログインする。（大体の訳をしてあります）」

●But in the background the programmes were working to steal money from the unsuspecting user.
work to = ～を働かせて～する　と解釈するほうがいいと思います。
つまり、「そのプログラムを働かせて、一般ユーザーからお金を（騙し）とっていた。」

●The 20-year-old suspect was working from his parents' home, in the northern city of Amiens.
意味は同じですが、「両親の家で、～の北部で…」は「～の北部にある両親の家で」
コンマのあるのは、修飾語句が長いので、わかりやすくするためでしょう。
そうでなければ、コンマではなく and を書くはずです。
