The Group announced on 17 January that as from 1 April 2011 they would reorganize the R & D structure first time after a quarter of a century. By this eight domestic centers will be consolidated into three, and the global R & D will be reinforced with 4 overseas bases in the US, Europe, Americas and Asia.

「極」とはここでは何を使えばいいのでしょう。baseとしましたが。

タイトルのご意見ありがとうございます。またちょっと考えてみました。
英日と違い、日英の場合は個人の主観がかなり入るかもしれません。ネィティブでないだけに、私自身が単語のニュアンスのとり方を間違えている場合があるかもしれません。

以下は私見なので、また皆さんのご意見をいただければ。

日本語は「刷新」となっています。
刷新にはreorganizeよりもrestructureの方が、語感が強くタイトルにふさわしいと思います。土台を一からから組みなおすという意味ですから、刷新の意味合いが含まれます。
私が最初に使ったrenovateはここには合いません。不適でした。

set upは本文に入れるのはよいと思いますが、語感が弱いので、タイトルは同じ意味であれば一語の方がすっきりして引き締まると思います。（好みの問題かもしれませんが。）

コロンのあとは受身にした方が締まると思いました。Japanの代わりにdomesticを使ってみました。
再試訳しました。

「極」ですが、日米欧の三局ではtrilateralが使われているようです。

この場合は、地域とか拠点とかいう意味合いが強いので、base, site, area, outlet, branchなどが使われているように思います。辞書的には、拠点という意味でbaseですね。

人員配分は、中央研究所が約900人、日立研究所が約1,200人、横浜研究所が約1,100名となる。

1) will reorganize into のところは自動詞で表現されていますが、私はついwill be reorganized intoにしてしまいがちです。Googleでは受身が多いようなのですが記事などでは自動詞での表現が多いのでしょうか。

2) contains of →　consists of スペルミスでは？

加えて、研究開発本部内に日立グループ全体の技術戦略を統括し、事業戦略と連動した中長期の技術開発計画を策定する技術戦略室を新設する。

A new R&D center will be established in India as an overseas research base to strengthen the R&D expected to meet the needs of local companies. The local R&D personnel will be doubled from the current approx. 150 by the end of 2012.

海外拠点における海外人員比率は90%以上、博士人財は30%以上とすることで現地化を徹底する。

The localized management will be promoted at the overseas bases by hiring local people: 90% or more of foreign personnel and 30% or more of professor level personnel.

最後の文章ですが海外拠点における現地化はその拠点で現地の人としたほうが良いと思います。foreignとすると現地の人ではない印象を受けます。
「徹底する」と言う表現はなかなか難しいと思いますがここでは90％ or moreと言う比率からしてintensifyあるいはmore extensivelyなどを使ってみてはいかがでしょう。

The localized managementではすでに現地化されている管理層（職）の意にも取れますので例文ですが

Localization of the staff at overseas bases will be intensified by hiring 90% or more local personnel and 30% or more professor level.

The staff at the overseas bases will be localized more extensively by hiring 90% or more local personnel and 30% or more professor level.
としてはいかがでしょうか。

「徹底する」の表現はpromotedでは弱いですね。intensifiedが良さそうです。
